Typically, the error 0x800700e9 occurs on Xbox Game Pass when loading games due to the deactivated “Delivery Optimization” option in Windows 10 and 11 settings. To enable this option, you need to do the following:

• press WIN+I to open the Settings window;
  go to Update and Security→Delivery Optimization;
  activate the option Allow downloads from other PCs;
  restart your PC.
